The Ombudsman reviewed complaints alleging that a quorum of council for the Township of Adjala-Tosorontio held illegal meetings in mid to late 2024 to retain legal representation for two proceedings before the Human Rights Tribunal of Ontario.

The Ombudsman reviewed five meetings held by the Board of Management of the Elora Business Improvement Area, a local board of the Township of Centre Wellington, from December 2024 to October 2025. The Ombudsman found several violations of the Municipal Act, 2001, including how notice was provided to the public, the failure to have a procedure by-law in place, an informal gathering constituting a closed meeting, and a closed meeting held by email. However, the Ombudsman found the Board did not contravene the open meeting rules at an August 2025 meeting when it changed the meeting room and held a brief discussion after the meeting was adjourned.

The Ombudsman reviewed a complaint about council for the Township of Scugog’s October 16, 2024 meeting, and found that there was sufficient notice provided, that the closed session discussion fit within the cited exception for personal matters about an identifiable individual, that the meeting was permitted to be held in a nearby municipality, and that there were no improper votes taken in closed session.
