The Ombudsman found that portions of the closed meeting discussion held by council for the Town of Georgina on May 29, 2024 fit within the open meeting exception for advice subject to solicitor-client privilege, as did the entirety of council’s closed meeting on September 11, 2024. The Ombudsman also found that it would have been unrealistic for council to parse out the remaining portion of the discussion during its May 29, 2024 meeting. However, the Ombudsman found that council contravened section 239(6) of the Municipal Act, 2001 at its September 11, 2024 meeting when it voted during the closed session to approve funding for a project.
