Township of Bonfield - February 3, 2026
The Ombudsman reviewed meetings held by the Township of Bonfield’s council, its Corporate Services Committee, and its Planning Advisory Committee. The Ombudsman found that an email sent to all of council as well as sequential, one-on-one phone conversations between council members prior to a meeting of council did not materially advance its business or decision-making and did not constitute illegal meetings. The Ombudsman also found that a closed meeting of the Corporate Services Committee to review a draft by-law fit within the exception for advice that is subject to solicitor-client privilege because the Committee received confidential legal advice from the Township’s lawyer. Lastly, the Ombudsman found that the Township of Bonfield contravened the open meeting rules under the Municipal Act, 2001 by failing to provide public notice in accordance with its procedural by-law for a meeting of council and for two meetings of the Planning Advisory Committee.
