The Ombudsman found that council for the Township of Bonfield did not violate the open meeting rules under the Municipal Act, 2001 when a council member sent an email to all of council and council members held sequential, one-on-one phone conversations about a delegation that was on the agenda at an upcoming council meeting. While the email was sent to all of council, it expressed a question about procedure and did not materially advance the business or decision-making of council. The sequential, one-on-one phone calls did not involve a quorum of council and accordingly, did not constitute a meeting within the meaning of the Municipal Act, 2001.
